Ivy R. Taylor, Chair
Since her election in June 2009, Ms. Taylor serves as San Antonio’s District 2 City Councilwoman. She received her Master’s Degree in City and Regional Planning degree from the University of North Carolina, Chapel Hill. She served as Vice President at Merced Housing, Community Development Coordinator of the City of San Antonio’s Housing and Community Development Department, as well as Commissioner of the San Antonio Development Agency. Ms. Taylor also teaches at the University of Texas at San Antonio and serves on the board of the Martinez Street Women’s Center. She is a graduate of Leadership San Antonio, and received the San Antonio Business Journal’s “40 Under 40” Rising Star Award in 2004.
Mario F. Martinez, MBA, Vice-Chair
Mr. Martinez serves as the Program Manager for Project WORTH, the City of San Antonio’s teen pregnancy prevention program. Mr. Martinez currently serves as an Advisory Board Member for the UTHSCSA Teen Reach Program. His prior experience includes service as the Health Program Supervisor with the Vaccines for Children program with Metro Health, Outreach Director for the Children’s Health Insurance Program, PATH Project Director for JOVEN, and Outreach Coordinator for Catholic Charities in Dallas.
Brook A. McArthur, Treasurer
Ms. McArthur teaches English as a Second Language to middle school students In Northeast (San Antonio) Independent School District. A graduate of UT Austin, she is pursuing a Masters in Public Policy at UTSA. Ms. McArthur is devoted to young people and their education, and she serves as volunteer at Oak Hills Church . She served in several Communications roles in the administration of President George W. Bush in Washington, DC.
Judge Lisa K. Jarrett, Secretary
Judge Jarrett received her JD from the University of Houston Law Center. She practiced for sixteen years in the criminal justice system, prosecuting and defending juvenile crime. She presides over the 436th District Court which has a preference for juvenile matters. She is dedicated to addressing the cycle of teen pregnancy. In addition to her judicial duties, Judge Jarrett serves on the board of directors for the Juvenile Justice Advisory Board and is active with Friends of Communities in Schools. She is also a Fellow of the Texas Bar Foundation as well as a Lackland Air Force Base Honorary Commander.
Richard C. Alvarado
Mr. Alvarado is a semi-retired consultant with great expertise in nonprofit development, governance, and planning who has devoted himself to volunteer work for the San Antonio community. He served as Director of Consulting Services for the Nonprofit Resource Center of Texas, and with United Way of San Antonio as Director of Planning, Director of Fund Distribution, and Senior Vice President for Community Initiatives and Fund Distribution. Mr. Alvarado has international experience, and serves on the National Board of the ACLU. He holds a bachelor’s degree from Texas A & M University, and has attended the Lyndon B. Johnson Graduate School of Public Affairs, University of Texas at Austin.
Adelita G. Cantu, PhD, RN
Dr. Cantu is an Assistant Professor at the UT Health Science Center San Antonio School of Nursing. A member of the Head Start Policy Council, the Center for Health Care Services Behavioral Health Advisory Board, she is involved at both the national and local levels of the National Association for Hispanic Nurses (NAHN). Her Community Health Nursing students are actively involved in all aspects of care for the west side community of San Antonio. Her numerous honors and awards include the Ildaura Murillo-Rhode Award for Education Excellence from NAHN.
Matthew C. Jones
Mr. Jones serves as Legislative Director for State Representative Joaquin Castro. A native of San Antonio, Mr. Jones graduated from St. Mary’s University, where he served as President of the Student Government Association. Committed to serving his community, Mr. Jones also served as Accounting/Human Resources Specialist for a private company in Austin. With expertise in policy development and Strategic Planning, Mr. Jones has been an active member of the Healthy Futures Alliance coalition.
Carey H. Latimore, IV, PhD
Dr. Latimore serves as Assistant Professor of History at Trinity University and co-Director of Trinity’s African American Studies program. His honors and awards include election to the Educator’s Hall of Fame at the Phi Delta Kappa, Gamma Tau Chapter. He also serves as Associate Minister at Mt. Zion First Baptist Church. Dr. Latimore is passionate about the importance of young men and of education, as well as about preventing unplanned pregnancy.
Penelope Harley, J.D.
Prior to moving to the States, Penelope Harley taught English and designed the personal health, social and health education curriculum in a central London high school. Penelope has an abiding love of young people and still meets up with several former pupils on her regular trips to Europe. After receiving her law degree in Minnesota, Penelope specialized in alternative dispute resolution, with a particular interest in restorative justice. In Minnesota, Penelope served on the Board of the Minnesota Restorative Services Coalition, participated in various community restorative justice programs, and regularly worked in a juvenile correctional facility. Penelope has studied in the Middle East and consulted on a European Union funded project in the region. As an adjunct professor, she has taught mediation and restorative justice related courses at the Dispute Resolution Institute, Hamline University, Minnesota, and at the School of International Studies at the University of Denver. In San Antonio, Penelope works to support the mission of Trinity University – where her husband, Dennis Ahlburg, is President. Penelope is an adjunct member of the Political Science department.
Karen Wiest
Ms. Wiest has been in marketing for 15 years (6 of these in education) and serves as Director of Marketing and Community Relations for Southwest Preparatory School District. She also taught Journalism and other subjects in San Antonio School District (SAISD) schools. Ms. Wiest completed a BA in Journalism/ Public Relations from Texas State University, a Master of Theology from Oblate College, and a Master of Educational Leadership (M.Ed.) from UTSA. She holds a Youth Ministry Certification and is passionate about parent and community involvement to help youth succeed.
Kim M. Munsinger
Ms. Munsinger is a partner at Munsinger & Munsinger where she practices collaborative family law. After graduating from Trinity University and the University of Texas School of Law, she was a corporate lawyer and then a business litigator. Currently, her primary interest is helping people settle their family law disputes outside the courtroom through alternatives to litigation, such as mediation and collaborative law. Collaborative law is a revolutionary approach that allows couples to divorce with privacy and dignity while addressing their individual and shared needs. At the same time, the collaborative process helps preserve assets and insulate children from the damage a litigated divorce can cause. Ms. Munsinger writes and lectures frequently on collaborative law.
Catherine Torres- Stahl
Catherine Torres-Stahl currently practices criminal defense and family law with Gonzales & Torres-Stahl. She is a former Criminal District Court Judge and a Municipal Court Judge who handled juvenile cases. Prior to her 14 years on two judicial benches, Ms. Torres-Stahl was an assistant district attorney handling juvenile, appellate, family violence and general trial cases. She has sat on several boards and commissions in San Antonio addressing youth and family issues to include the Mayor’s Commission on the Status of Women, the Commission on Children and Families and Teens in the Drivers Seat Coalition. Judge Stahl has received several awards from national and local organizations. She received the Latina Judge of the Year award from the Hispanic National Bar Assoc., the Hall of Fame Award from the Teen Court Association, and the Legal Leadership Award from the Mexican American Bar Assoc., among others. Aside from her legal work in the community, she continues to work diligently to address the issues of poverty, education and teen pregnancy that present many challenges to the children and families of this community in which she was raised.
